Carousel sits at 413 E Brigantine Avenue at 4th Street North, on the beach block near the south end of Brigantine — across the street from the sand, with the in-ground pool on the building's side of the road. It is a two-story complex with one level per home, and the units run smaller than most of the island's oceanfront stock: one-bedroom, one-bath layouts are common here, which puts Carousel at an entry point that a lot of buildings on this coast simply do not offer.

That entry point is the first reason to look here. The second is the rental rule, and it is the opposite of nearly every other association on the island. Carousel permits short-term rentals. Elsewhere in Brigantine you will find one-month minimums, yearly-or-winter-only restrictions, and associations that quietly discourage the whole idea. Here it is allowed. If you are buying with summer income in the plan, this is one of the few buildings on the island where the plan actually works, and that fact alone sorts a great many buyers into or out of this community before they look at a single photo.

There is a rule pointing the other way, so know it now: no pets, service animals excepted. Combined with the rental policy, that produces a particular kind of community — a lot of turnover in July, quiet the rest of the year, and no dogs on the property in either season.

One thing about the fee that catches people, and it has nothing to do with the amount. The association here bills **quarterly**, not monthly. The figure you see on a listing may be an annual number or a quarterly one, and comparing it against a monthly fee at another building without converting will lead you badly astray in both directions. What it covers is broad: insurance, maintenance, management, trash, water, the pool and the amenities. Get the current figure and the billing frequency in the same sentence before you run any numbers.

The rest is straightforward and well kept. Assigned parking, no garages. A laundromat room on the property. Some homes carry water views. Interiors range from original to fully renovated — new flooring, new cabinets, new counters and appliances turn up in the units that have been redone, and several trade fully furnished, which matters if the plan is to rent it out the week after closing.

The location is the south end of the island, walkable to the beach and close to the shopping and restaurants, with Atlantic City minutes over the bridge.
